Vets shouldn't have to wait on election cycles to get their toxic exposure benefits. The VA is backed up and VSOs are maxed out. Having the choice to hire outside service providers is how a lot of Camp Lejeune families are actually getting their claims moving forward.
I don't think this is a fair characterization of "if we don't win, there's no money, if we do win we're settling the claims."
